It isn't just building up the states, but building up the people. Giving people a certain level of security in life and the freedom to have time to find ways to better their state. I think that a Basic Income would go a long way in this regard. It's hard to take the time to learn new skills or be willing to go out on a limb and start a business when you are barely making ends meet. I can also see a Basic Income causing people to move out from the cities back to rural areas where cost of living is lower. This would reinvigorate the rural areas and provide them with some greater diversity that could help them to get around the issues the led to Trump. Unfortunately, it won't remove the echo chambers that so many people live in. That's a completely different problem.
